CITY OF CHELAN CONDITIONAL USE PERMIT APPLICATION SEPA REFERRAL AND REQUEST FOR AGENCY AND PUBLIC COMMENT April 17, 2024 The City of Chelan has received a land use application for the following proposed project and is seeking agency and public comment. APPLICATION DETAILS Agency File Number: CUP2024-02 / SEPA2024-03 Determination of Complete Application Date: April 8, 2024 Project Location: 503 E Highland Avenue, Chelan, WA 98816; zoned Public Lands and Facilities (PLF) Chelan County Tax Parcel No.: 27-22-12-730-225 Project Applicant: Ted Schroth, PO Box 3160, Chelan, WA 98816 Applicant’s Agent: Ellyn Freed, Forte Architects, 240 N Wenatchee Avenue, Wenatchee, WA 98801 Application Materials: You can access the application materials during the regular business hours at the Planning Department in Chelan City Hall, or alternatively, you can visit the following website: tinyurl.com/City-Of-Chelan-SEPA-Register PROJECT DESCRIPTION Conditional Use Permit for Adaptive Reuse of public buildings CMC 17.56.350 This project will be a mixed adaptive reuse of the old Lake Chelan hospital. The first level, which consists of about 14,000 square feet, will continue to be used by Roots Community School, who have been an integral part of this space for about a year. Minimal work will be conducted on this level as Roots School has an established facility in this space. In the future, there is the potential to expand Roots within the first level footprint to add additional classroom space as well as administrative and IT spaces. The second level, which consists of approximately 16,000 square feet, will see the most interior changes of all three floors. This level will be converted into a Coworking Office Space consisting of both private office spaces of various sizes for rent and open concept community coworking spaces as well. Approximately 30% of the total floor area will be circulation space. The third level, which consists of approximately 10,000 square feet, will see the second largest interior change, also being converted into a Coworking Office Space. Like the second level, this floor will be remodeled to consist of both private rentable offices as well as open concept coworking space. Again, approximately 30% of the total floor area will be circulation space. PUBLIC COMMENT PERIOD Agencies, tribes, and the public are encouraged to review the proposed project as a Conditional Use Permit and provide comments. Written comments must be submitted by the specified deadline and include your name and contact information for verification purposes. Anonymous comments will not be considered. Comments received after this date must be submitted or presented at the Public Hearing. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of this phase of the proposed project. A copy of the threshold determination may be obtained upon request.
