CITY OF CHELAN NOTICE OF SEPA REFERRAL / REQUEST FOR COMMENTS Project File Number: SSDP2024-01 / SEPA2024-04 Project Name: Green Dock Extension and Boatlift Project Project Location: 140 Spader Bay DR, Chelan WA, Parcel Number: 27-22-11-430-200, 47.8468° N Lat/ -120.0358° W Long Owner / Applicant: Randy Green, PO Box 1240, Chelan, WA 98816 Authorized Agent / Contact: Ryan Walker, Grette Associates, LLC , 151 S Worthen Street, Wenatchee, WA 98801 Application Date: March 22, 2024 Determination of Complete Application Date: April 4, 2024 Notice of Application Date: April 10, 2024 Comment Due Date: May 10, 2024 Public Hearing Date: N/A Project Proposal: An application for a Shoreline Substantial Development Permit (SSDP) to construct a 288 sq ft pier addition to the existing dock, which will be formed into an "L" shape. This will increase the total dock area to 450 sq ft. The new pier will have a grated surface with at least 40% open area to reduce impacts on the shoreline ecological function. The project also includes moving an existing boatlift to the waterward end of the new pier. An existing mooring buoy will be relocated to deeper water. Environmental Review: The City of Chelan, as SEPA lead agency, has reviewed the proposed project for probable adverse environmental impacts and expects to issue a determination of non-significance (DNS). The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts on this phase of the proposed project. A copy of the threshold determination may be obtained upon request. Comment Period: Agencies, Tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. The public comment period on this application will remain open until 5:00 p.m. on May 10, 2024. Any person has the right to comment on this application, receive notice of and participate in any hearings, and request a copy of any decision once made. Appeal procedures can vary according to the type of decision being appealed; please contact the Chelan Department of Planning & Community Development with questions about appeals.
