City of Chelan receives award for Woodin Ave. Bridge project

Council discusses purchase of glass crusher

CHELAN – At the Tuesday, Nov. 24 Chelan City Council Zoom meeting, a Special Project Award was presented to the city by the Washington State Department of  Transportation for the conversion project of the formerly two-way Woodin Avenue Bridge into a one-way road with extended pedestrian accommodations.
The city was cited for its ability to gather the necessary funding from six different sources, collaboration of four projects and gathering resources for the completion of the bridge conversion.
The following motions were all approved:
• Extension of Mayor's Emergency Executive Order - Resolution No. 2020-1383 51 - 55 Agenda Bill No. 2020-008D (Regarding necessary actions by the mayor for handling COVID-19 issues.)
• Professional Services Agreement with Graham Baba Architects for the Parks Maintenance Facility (Parks and Recreation Director Horne) 56 - 71 Page 1 of 119 Agenda Bill No. 2020-040.  
• Chelan Public Library Elevator Maintenance Agreement with Inland Elevator (Parks and Recreation Director Horne) 72 - 81 Agenda Bill No. 2018-033B. 
• Professional Services Agreement with Eastern Cascade Distributing for Beverage Vending Services 82 - 94 Agenda Bill No. 08-027B. 
• Professional Services Agreement with RH2 Engineering - Amendment No. 1 of Task Authorization No. 16 for Raw Water Pump Station Improvement Design 95 - 102 Agenda Bill No. 2020-022A. 
• Final Contract Voucher for the Lift Station Improvement Project 103 - 105 Agenda Bill No. 2020-002B 
• Willmorth Drive Transmission Main Project Acceptance 106 - 111 Agenda Bill No. 2019-012A.
• Wayfinding Sign Project Bid Award and Agreement 112 - 115 Agenda Bill No. 2019-003F Project Base Bid to Baldwin Sign Company contingent on a successful pre-award meeting as determined by city staff. If successfully awarded, the mayor is authorized to finalize and execute the agreement with Baldwin Sign Company.
A discussion was held regarding the purchase of a glass crusher for $50,000 that would grind glass bottles into a fine product suitable for several applications including for use in sand traps on the city golf course.
The project would be a partnership between the Chelan Valley Wine Alliance, city of Chelan, Lake Chelan Rotary Club and possibly even involve input, financially and otherwise, from the Chelan County Board of County Commissioners.
Councilman Ty Witt said he believes there should be no problem getting volunteers to man the crushing station on a week-to-week basis and that the investment would be paid back quickly.
A possible funding source for the project would be the addition of a small charge to future winery licenses.
Councilmen Chris Baker, John Olson and Erin McCardle as well as Witt, also a Rotarian, decided that a more detailed plan would be welcomed from the Rotary in order to also get County Commission input into the program.
Witt and Olson were happy about the huge amount of taxpayer input about the project, noting that 57 comments were received from the public in the positive column with only one against.
Councilman Tim Hollingsworth also stated it was important to get county cooperation for the project as it was fulfilling a regional recycling role, but the city was paying for it.
