HDCA News for Chelan Public Spaces for Phase 1.5

CHELAN - On tonight’s (June 9) City Council Zoom Meeting, our City Administrator let me know he had signed the Special Event permit request submitted by the HDCA to use public spaces downtown for additional picnic tables.  In addition, the Mayor is planning to sign an executive order amending several areas of the Chelan Municipal Code.  
The Lakeview Drive-In has generously donated her picnic tables that they cannot currently use for us to use downtown (Thank You Amy) and I will be working to get those tables out as soon as possible.  Then also working with our City Parks Department (Thank You Paul) to distribute their extra tables as soon as possible.  And then ordering some additional tables to fill in all the other approved locations.
New outdoor seating locations that have been approved include:
Sidewalk/Non-Street Locations
Bulb outs on Emerson/Wapato intersection (in front of Riverwalk Cafe, Local Myth, Edward Jones)
Bulb outs on Woodin/Emerson intersection (in front of Museum, Swim World, Lush, Chelan Realty)
The open plaza area of behind Kelly Allen Insurance (Old Chamber Building)
Grass area of Woodin Avenue Landing
Between the Balusters and Campbell’s Park Room in Riverwalk Alley (if tables fit)
On-Street Locations
The western edge of the alley between Andante and Chelan Teriyaki (road closure will be at the end of their buildings).  We will be installing overhead bistro lights as well if approved.  
Still being considered:
SW corner in front of Local Myth
SE corner in front of Chelan Teriyaki
NE corner in front of Museum (on Emerson)
NE corner in front of Lush (on Woodin)
NW corner in front of Chelan Realty (on Emerson)
Other City Allowances:
The City Planning Department has also lifted/changed a few things during this state of emergency.  Both items require a “Special Event Permit” application, waiver and release of liability and submit a certificate of liability insurance coverage with the City as an additional insured.  Application can be downloaded here.
Use of Public Way.
The City may grant the closure of certain parking stalls in the public way or public streets, on a temporary or semi-permanent basis in order to allow private use for the preparation and/or sale of food or beverages, carryout orders, or seating by adjacent Establishments.
Use of parking stalls for an Establishment is limited to a maximum of two (2) adjoining parking stalls closest to an Establishment’s street facing façade.
There are additional requirements if parking stalls are to be used for private seating areas.
Use of Public Sidewalks.
Section 5.60 of the Chelan Municipal Code, as it specifically pertains to the Use of Sidewalks on Storefront Streets within the Downtown Mixed Use Zoning District is amended to require that all items placed on the public way for operation of an outdoor seating area shall be located so that a clear path of at least five (5) contiguous feet shall be provided for passage of pedestrians and so as not to obstruct ingress and egress from the licensed establishment or any other establishment.
Liquor Service.
Establishments seeking to serve liquor in a parking area or  outdoor seating area require approval from the Washington State Liquor and Cannabis Board (LCB). The LCB Adding or Extending Outside Liquor Service webpage provides information about how businesses can apply to add or extend outside liquor service, and decisions on such requests are being expedited by the Board.
Temporary Signage.
The City will provide a temporary waiver of some of the Sign Permit Requirements, and no fees are required for the temporary signs. Businesses must obtain a no-cost permit to ensure that all temporary signage adheres to the following guidelines:
Sign width is not to exceed 6 square feet and sign height is not to exceed 48 inches.
Up to two temporary, on-site signs per business (only one can be located in the public right of way).
Signs located in the public right of way must maintain a minimum clearance of 5 feet on sidewalks and no obstruction to pedestrian or vehicular sight lines.
Temporary window signs are limited to 20 percent of the window area.
