Douglas County Public Utility District - Feb. 8 meeting

EAST WENATCHEE - Douglas County PUD Commissioners Aaron J. Viebrock, Molly Simpson and Ronald E. Skagen executed the following actions during the February 8, Commission meeting held at the District's East Wenatchee office:

Heard the bid opening results for bid document 20-27-W, 2021-2022 forebay debris removal services for the Wells Hydroelectric Project. All bids will be evaluated prior to award recommendation.

Awarded Network Analyst Jim Keating with his 20 year service award. Commissioner Viebrock thanked Jim on behalf of the citizens of Douglas County for his years of service. Jim thanked the Commission and said "It's been a great twenty years. I get to work with neat people. It's an honor to work here and I feel blessed."

Awarded Senior Bookkeeper Tracy Squires with her 20 year service award. Commissioner Viebrock thanked Tracy on behalf of the citizens of Douglas County for her years of service. Tracy thanked the Commission and said "I have had a wonderful time working here. I feel tremendously blessed. It's been a fun 20 years."

Heard a presentation on the developing power delivery rate. To allow for future load growth within Douglas County, the District is working on a process to procure, schedule, and deliver power resources through the District's transmission system and electric distribution system. The hearings are scheduled at 1:30 p.m. on February 22 and March 8.

Approved execution of a construction agreement with the Bonneville Power Administration to build the Rapids to Columbia 230 kV transmission line. This agreement delineates BPA and District responsibilities to accomplish construction tasks as well as division of ownership, operation, maintenance of equipment and access to BPA facilities.

Authorized amendment No. 2 to the professional service agreement with Perteet under contract 19-17-D. This amendment will incorporate engineering design for the reconductor/rebuild of the Rapids to Valhalla 115 kV transmission line. This will increase the not-to-exceed cost by $460,000 bringing the total contract to $1,428,000.

Approved a professional service agreement with Perteet under RFQ 20-33-D, electrical substation and transmission line design. This agreement will not exceed $500,000 and expires December 31, 2023.

Authorized a professional service agreement with Electrical Consultants, Inc. under RFQ 20-33-D, electrical substation design. This agreement will not exceed $500,000 and expires December 31, 2023.

Approved call for bids under bid document 21-02-D, supply and deliver 230 x 115 KV-13.2KV, 37.5 MVA, substation transformers to East Wenatchee.

Authorized acceptance of work and final payment to REEL COH under contract 17-01-W, upgrade the 300T gantry crane at the Wells Hydroelectric Project. All work is complete and determined to meet bid specifications.

Approved award of small works bid to Design Space Modular Buildings, Inc. for construction and delivery of a 14'x32' modular office building at a cost not-to-exceed $100,116.

Authorized renewal of non-owned aircraft liability insurance with Starr Aviation. Necessary with aircraft services assisting in monthly meter reading.

Approved land use permit 88-02, Duane and Teresa Cook. The permit is for use of Project lands for existing landscaping.

Authorized land use permit RR57-08, James and Belinda Kindschi. The permit is for use of the District's Columbia Cascade Railroad Right-of-Way.

The next meeting of the Commission is scheduled for 1:30 p.m. February 22, at the District's East Wenatchee Office. The District Office is closed to the public in response to the COVID-19 guidance from Governor Inslee.
