Council hears update on Chelan Downtown Revitalization Project

 CHELAN - On July 25, the Chelan City Council commenced its meeting at 6 p.m. The meeting opened with a Call to Order, Pledge of Allegiance and Roll Call, and moved to Agenda Changes, of which there were none.
Citizen comments by Phil Long, Executive Director and Board Chair of the Lake Chelan Research Institute, addressed findings from the U.S. Geological Survey in the months of June and July; bathometric data for the lake was collected as well as bottom sediment profiles, the findings intended for the purpose of analyzing recordings of great subduction earthquakes in Lake Chelan.
A suggested motion to approve the July 11 meeting minutes was then accepted. Consent Agenda items, the July 25, Accounts Payable Checks and EFT’s & Payroll Checks and EFT’s, and The Chelan Lookout LLLP Maintenance Bond were approved. No Special Presentations or Public Hearings were accounted for.
Further meeting considerations were those administrative reports regarding the Beckwith Consulting Group Update for the Downtown Revitalization Project and Transportation Improvement Board (TIB) Grant Funding Opportunities.
Beckwith Consulting Group Update for the Downtown Revitalization Project: Tom Beckwith with the Beckwith Consulting Group made a presentation addressing the calendar schedule for this project, and usage and preference findings from a community survey; Amy Sheridan discussed the outreach efforts in the implementation of this survey. Transportation Improvement Board (TIB) Grant Funding Opportunities: Jake Youngren discussed current grant application considerations toward receiving Transportation Improvement Board funding; these grants will be submitted in August with responses in November. Grants in consideration are a maintenance program request toward securing direct reimbursement for city equipment, materials, and labor; a preservation program request toward asphalt overlays; an ask from the Small City Active Transportation Program; and a federal grant ask from the Chelan Douglas Transportation Council. Additionally, it was announced that an award letter was received from the Washington State Department of Transportation granting the city $3,000,000 to put toward development of the Lakeside Trail.

Motion considerations addressed the FAA Grant Application Authorization for the Lake Chelan Airport Apron and Taxiway Pavement Maintenance; Resolution No. 2023-1428 Airport Pavement Maintenance WSDOT Grant Assurance; CR Contracting, LLC Lake Chelan Airport Apron and Taxiway Pavement Maintenance Bid Award & Contract Execution Authorization; Ordinance No. 2023-1610 Amending City Council Regular Meeting Days; and Light Pole Replacement Funding.
FAA Grant Application Authorization for the Lake Chelan Airport Apron and Taxiway Pavement Maintenance; the mayor authorized to accept the grant and finalize and execute the agreement with the FAA for the Lake Chelan Airport Apron and Taxiway Pavement Maintenance.
Resolution No. 2023-1428 Airport Pavement Maintenance WSDOT Grant Assurance; an adoption of Resolution No. 2023-1428 was passed.
CR Contracting, LLC Lake Chelan Airport Apron and Taxiway Pavement Maintenance Bid Award & Contract Execution Authorization; a move to award the bid to CR Contracting, LLC Lake Chelan Airport Apron and Taxiway Pavement Maintenance was set forth and passed.
Ordinance No. 2023-1610 Amending City Council Regular Meeting Days; a move to adopt ordinance to change select meeting days was passed.
Light Pole Replacement Funding: the mayor authorized to finalize and execute a Contractor Agreement for the replacement of the No-See-Um Roundabout streetlight and associated appurtenances.
The next Chelan City Council meeting will be held on August 8 at 6 p.m. The meeting will take place in the Council Chambers at 135 E. Johnson Avenue, Chelan.
