WVC Foundation honors Livia Millard with Distinguished Alumni Award

OMAK — Wenatchee Valley College Foundation has named longtime educator, mentor and community advocate Livia Millard as the recipient of its 2026 Distinguished Alumni Award, recognizing decades of service across North Central Washington and the Colville Reservation.

Millard attended Wenatchee Valley College before transferring to Eastern Washington University in 1976, where she earned a bachelor’s degree in education. She now works as a substitute teacher at Paschal Sherman Indian School and serves as chairperson of the WVC Omak Foundation.

For Millard, the recognition carries special meaning as a first-generation college student.

“As a first-generation college student, I had to trust myself and use my strength, determination and commitment to make it happen,” Millard said. “I also believe in encouraging and helping others in reaching their potential while on their journey. We do this not only for ourselves but for our family and our community. Grow into who you’re supposed to be, shine your light, and be the change for the next generation.”

The Distinguished Alumni Award was established in 1975 to honor WVC alumni who have made lasting contributions in their professions and communities while demonstrating integrity and leadership.

According to the foundation, Millard has become a guiding presence for students and community organizations alike. She works closely with WVC Omak’s student senate, mentoring student leaders and helping organize events, while also serving on several regional nonprofit and arts boards.

“Livia is one of the brightest lights in our community,” WVC Omak Dean Cal Cross said. “She is a respected Tribal Elder, a philanthropist, a trusted advisor, and a cornerstone of the community both on the Colville Reservation and in the greater Okanogan County area.”

Cross said Millard’s dedication to student success and community service reflects the mission of Wenatchee Valley College itself.

In addition to her work with WVC Omak, Millard serves on the boards for the Indigenous Roots and Reparation Foundation, the Omak Performing Arts Center and Nature Immersion.

Recent recipients of the Distinguished Alumni Award include WVC counseling director Bertha Sanchez, social worker Ricardo Escobedo and entrepreneur Dennis Carlton.
