Chelan PUD approves up to $100,000 more for Manson’s Old Swim Hole project

MANSON — Chelan PUD commissioners approved up to $100,000 in additional funding Nov. 2 to help close a budget gap threatening Manson Parks and Recreation District’s Old Swim Hole Improvement Project.

The funding adds to $500,000 the PUD allocated in 2023 through its Public Power Benefit program. The new contribution is limited to the amount needed to close the remaining gap, with a possible Chelan Douglas Regional Port Authority contribution still pending.

Manson Parks Director Robin Pittman told commissioners the project had reached a critical point after six years of planning and two bidding efforts that came in above available funding.

“We’ve got permits in hand. We’re ready to go,” Pittman said.

The first bidding effort left an approximately $800,000 gap between the engineer’s estimate and actual bids, Pittman said. The district secured additional funding and adjusted the project to reduce costs, but a second bidding effort Oct. 6 still left it $375,000 short.

Chelan County commissioners subsequently committed up to $250,000, helping build momentum for the remaining funding effort.

“So we have absolutely called this just a hail Mary effort to save this project that we’ve put six years of planning into,” Pittman said.

Pittman thanked PUD commissioners for considering additional support and noted that Commissioners Kelly Allen and Carnan Bergren attended an Oct. 29 public forum in Manson.

Justin Erickson, the PUD’s chief strategy and stakeholder officer, said the project continues a longstanding partnership with Manson Parks. Improvements would take place partly on PUD property and partly on land now owned by the parks district.

Erickson said the Port was considering a contribution, with more information expected later that week. Depending on that decision, he anticipated the remaining funding gap would be $100,000 or less.

Commissioners approved the additional PUD allocation with no opposition.

The final amount of the PUD’s contribution will depend on the remaining need. Commissioners will also review an interlocal agreement with Manson Parks, expected to return to the board in December or early January, Erickson said.

Pittman said the community’s support and assistance from local agencies had brought the project closer to moving ahead after years of preparation.

“And I think we may actually put this through to the finish line,” she said.
